五、在管理技术上，传统的人事管理照章办事、机械呆板；而现代人力资源管理追求科学性和艺术性，不断采用新的技术和 *** ，完善考核系统，测评系统与科学手段。
六、在管理体制上，传统的人事管理多为被动反应型，按部就班，强调按领导意图办事；现代人力资源管理多为主动开发型，根据组织的现状、未来，有计划有目标地开展工作。
